B – Set-Aside for Affordable Housing
We strongly support the creation of affordable housing in San Francisco. However, an unfunded set-aside would remove resources from an already constricted general fund, thereby endangering critical services, including public health and safety.
G – Retirement Credit for Unpaid Parental Leave
This measure proposes what appears to be a good idea, but fails to indicate how many people it would affect and how expensive it could be in the long-run. At a time when San Francisco is cutting critical services, does it make sense to support a potentially expensive change that may benefit only a select group of people?
M – Criminal and Civil Penalties for Tenant-Landlord Disputes
With some landlords in San Francisco apparently making a habit of harassing tenants, there is a need for legal protections that address this serious problem. We are concerned, however, that this legislation was drafted in such a way that could create more problems for tenants than it solves. For example, the legislation creates criminal penalties for contract disputes between landlords and tenants. In addition, there is the possibility that the legislation could be abused and that it may induce small property owners to remove units from the rental market. While the legislation is intended to address important issues, the way it is drafted has the potential to create unintended consequences that would harm tenants’ interests.
V – Policy Statement on JROTC
The School Board has taken three votes on this issue. This measure asks San Franciscans to approve a policy statement that does not require the Board to restore or replace the program with a viable alternative. It is up to parents, students and school administrators to work together to create the programs that our students need to thrive.
